I dropped a question to linuxtelephony.org and got a reply to check out
asterisk. This project is exactly what i had in mind for development of a
linux telephony server (it was a very weird case of DeJaVue when i saw the
architecture diagram).
Couple questions:
I noticed in CVS the support for voice modems (chan_modem). one question
is how generic is this channel? i had in mind plain text config files to
define modem commands for various modems and parsing this at load time. It
looks though like the commands are hard coded? (*please* correct if i'm
wrong). how far along is this driver? usable?
Is there a doc describing the channel/codec/application API? or should i
"use the source"(tm)?
I'm going to dive in head first right now, and check stuff out, but if
someone could answer those couple questions, i'd be greatly appreciative.

Chan_modem_aopen, that is spacific to each speakerphone modem. ive
modified the Aopen driver to work on my Zoltrix modem with a simple
Identifier change and (hopefully not killing it)commenting out the 8Hz
sampling AT command, as my modem doesn't have one. There mostly the same
although i noticed that some modems us a AT+... instead of the AT#... Like
I said though, the Chan_Modem.so driver looks like it loads another more
spacific modem driver.

The driver is fairly functional, but is limited by the fact that the modem
I have is (like virtually every other one I've seen) half duplex, when
sending/receiving data. Even though the DSP on the modem supports fulll
duplex, there is no way to (with the AT command set) receive and send at
the same time.
The AT commands are hard coded, but if you look at the modem driver for a
specfic modem (like chan_modem_aopen) you'll see its functions are really
wrappers around sending/receiving AT commands. However, I thought it
better to be more general than requiring that each function be
implmemented with a single AT command (or even a set of them).

Just ask on the list and I'll try to answer, but you'll find many answers
within the code. There was someone on the list who was going to help
write documentation but I don't know their status.
