I do a fair amount of porting and don't consider vocalocity to be particularly bad to deal with. It may be a dumb question but are you sure that the LOA and CSR match the address of record (AOR) that vocalocity has? How much is this customer worth to you? It would take me many months to get back the cost of NASC-ing a number on a customer doing 2000 minutes/month.
More helpfully I would look for a provider that is also their own Resporg (not just contracted from ATL) they would probably be the most likely to be able to help you.

The addresses and names match on all documents.
The customer is very important.
How much NASC-ing a number costs?
I am looking for a provider who is their own Resporg.
