Thats odd. I just did an update, and I did a fresh checkout and didn't
see a new file there.

If you're using anonymous CVS from SourceForge, it's *notoriously*
slow... last I checked, it was almost a day behind.
If you'd like something more up-to-date, you can get the latest tarball
from http://asteriskdocs.org/, which should update every 5 minutes, as
long as Greg Varga hasn't b0rked it again... :-)
Or, you can always drop me and email or yell at me in #asterisk-doc, and
I'll send you the very latest.
